What is public electricity supply?

Let’s start with the traditional model, which was the only one in Lithuania for many years: public electricity supply. This is a state principle, when one main company (popularly called the state supplier) is authorized to supply electricity. The State Energy Regulatory Council (VERT) plays the most important role in forming the price, taking into account various infrastructure, system maintenance and other costs.

Although the liberalization of the electricity market has already begun today, some residents can still temporarily use public supply, especially those who belong to the third stage of liberalization. This option is available until 2025-12-31 – after this deadline, the consumer will be required to choose an independent supplier, if they have not already done so.

Briefly about the most important features of public supply:

  • Price regulation: VERT approves tariffs twice a year – in January and early July.
  • Temporality: Consumers assigned to the third stage can remain in public supply only until the scheduled date, after which they will be required to switch to an independent one.
  • Low flexibility: There is usually no choice between a wide range of plans or other services related to variable prices, stock market changes, etc.

What is independent electricity supply?

Independent electricity supply is provided by private companies that purchase electricity on the wholesale market and present their offers to residents. There is more than one independent supplier operating in Lithuania – each of them seeks to attract customers with an attractive price, flexible contract terms and additional services.

What is most important for consumers when choosing an independent supplier?

  • Price competition: When several suppliers compete on the market, the consumer has the opportunity to find a more favorable tariff and individual plans (for example, fixed for a certain period or variable, depending on the stock market).
  • Flexibility: Most suppliers offer to choose from various contract durations, change plans according to consumption changes and even combine several services in one contract (for example, electricity and gas supply).
  • Additional benefits: Smart apps for monitoring consumption, savings advice, the ability to track the real price and other extras.
  • Future prospects: In many Western European countries, this model has been operating for a long time, giving consumers more freedom and transparency in making decisions about electricity.

Main price components – why do they differ?

The price of electricity consists of two essential parts. About half of the amount is regulated by the state (network fee, Litgrid and ESO services), and the other half depends on the free market:

In public supply, the second part of the price is determined based on methodologies approved by the NEC.
Independent suppliers offer more flexible pricing solutions due to competition: you can choose a fixed tariff for a longer period or a variable one, linked to stock market changes.

This means that by carefully monitoring the market and adjusting the terms of the contract accordingly, it is often possible to pay less.

When to choose an independent supplier?

  • If you want lower bills: Independent suppliers, competing with each other, can offer discounts, loyalty benefits, offer to fix the price for an attractive period.
  • If you need more options: For example, a variable tariff plan that allows you to take advantage of cheaper electricity hours, or smarter metering.
  • If you are planning a solar power plant project: Independent suppliers often offer complex services that help you switch to renewable energy more easily.
  • If prompt service is important: Private suppliers respond faster to calls or inquiries, provide detailed electronic reports more often and have clearer digital services.
